Starting definition
- 1 — Minor: Lowest level: Minor. The row gives no meaningful evidence of a higher level.
- 2 — Low: Level 2 of 5: limited evidence between minor and work-stopping.
- 3 — Moderate: Level 3 of 5: clear but moderate evidence between minor and work-stopping.
- 4 — High: Level 4 of 5: strong evidence between minor and work-stopping.
- 5 — Work-stopping: Highest level: Work-stopping. Explicit, strong evidence meets the upper end of this rubric.
