What this tool does

Starting definition
- 1 — Very poor: Lowest level: Very poor. The row gives no meaningful evidence of a higher level.
- 2 — Low: Level 2 of 5: limited evidence between very poor and excellent.
- 3 — Moderate: Level 3 of 5: clear but moderate evidence between very poor and excellent.
- 4 — High: Level 4 of 5: strong evidence between very poor and excellent.
- 5 — Excellent: Highest level: Excellent. Explicit, strong evidence meets the upper end of this rubric.
